Key Project Communication messages:

Within the current scope and the completion date of February 2002 for the HoRISon project, the following are key points of understanding that need communicating:

Within a Ministry - there will be no changes in the way that transactions are processed. It will only effect the Admin. and Finance Directorates and how they obtain services from CSB:

No effect on approvals, or delegation of authority within the Ministry
The boundary for this project will be at the Admin and Finance (A&F) directorates.
The initial end users of the new system will be selected staff from the A&F Directorates.
Automation will be focused on Non NOAs (Form 52s), Leave forms and other special forms (e.g. Bank authorization)
Viewing and reporting will be accessible to identified staff within the Ministries.

Roll-out of Ministries - Ministries will be rolled out only after the solution is stable. – Implications of this are that for the roll out period (i.e. after Feb 2002 until say end 2003 – dates still to be finalised) all the Ministries will be operating exactly the same as they have always been, until they are on the new Oracle system. (There will be some complexity in CSB during this migration period as we will have to be clear on how Form 52s will be processed from Ministries “live” with the new system as well as Ministries that are still to be rolled out) – All employee data and transactions will be captured on the new system from the time that the Payroll is live – i.e. (Feb 2002)

The phasing/order of the Ministry rollouts is still to be planned

Payroll module is a priority from a project point of view.

The system is such that it can be evolved over time – i.e. the functionality required is all built-in and can be used when the timing is appropriate. (e.g. skills matching, comprehensive career management, etc.)
