Organisation & Manpower Directorate

Our Mission

To support and control all Ministries in their economic, efficient and effective utilization of direct and contractual manpower resources to ensure continuous improvement in the achievement of their programs and objectives.

We will achieve this by:

Maintaining a regulatory framework for organizational structures and manpower allocation within which all Ministries are to operate.
Ensuring Ministry compliance with regulations and manpower standards by being the final approving authority.
Providing efficient and effective professional services to Ministries in organizational re-structuring, manpower allocation, systems and procedures improvement, and development and improvement of Government Services to the Public and other Ministries.

The Directorate and its employees will work in a professional, fair, efficient and helpful manner in support of this mission, ensuring client Ministry objectives are met within the approved regulations and the overall economic and social goals of the Government of the State of Bahrain.


Functional Statement

The Organization and Manpower Directorate is charged with the following main duties and responsibilities:

Plan, organize, control and ensure the proper utilization of manpower resources in the Government of State of Bahrain.
Carry out reviews of the systems and procedures in Government organizations in order to improve service delivery within and outside of these organizations.
Review the manpower requirement of Government ministries and approve the suitable positions based on workload, priorities and availability of funds.
Evaluate and approve the organization structure of Government ministries based on established standards.
Ensure that there is no duplication of function or responsibility in the Government of the State of Bahrain.
Review manpower contracts in Government organizations to ensure that the services to be supplied can not be provided from within the Government, and cost is reasonable.
Study and analyze the impact of privatization of Government projects on manpower. Recommend ways of re-deploying surplus manpower that may arise from privatization.
Investigate and evaluate the Government's manpower expenditure in coordination with the Ministry of Finance and National Economy.
Review personnel action requests and allowances to ensure compliance with approved organization charts, rules and budget.
Review and improve work methods and procedures in Ministries to improve the quality of service to the public.
Plan the Government's future manpower requirements and educational requirements through coordination with various concerned Government organizations and institutions.
Review, update and prepare the functional statements and position descriptions of Ministry directorates.
Maintain the computerized Manpower Data Files, ensuring that the file information is consistent with the approved organization charts and manpower ceiling.


Directorate Organization Structure

The Organization and Manpower Directorate is composed of three sections: the Management Engineering Section, the Management Services Section and the Manpower Control Section.

The Management Engineering and Management Services Sections conduct the organization, manpower and systems and procedures studies. Such studies in the fields of engineering, health, agriculture, fisheries and industry are delegated to the Management Engineering Section while studies in the fields of education, social services, personnel services, justice system, and commerce are delegated to the Management Services Section.

The Manpower Control Section is responsible for processing the personnel action and allowances requests from Ministries and reviewing manpower supply contracts. It is also responsible for the safekeeping and archiving of vital documents such as the original organization charts, functional statements and position descriptions.

The Organization and Manpower Directorate employs 31 Management Engineers, Management Analysts, Manpower Specialists and Contracts Specialists to review the requirements of 66 customers and other comparable Government organizations.
