Resolution No. (8) for 1980
Regarding
CLASSIFICATION AND COMPENSATION

Minister of State for Cabinet Affairs,

In accordance with the Amiri Decree No. 6 for 1975 regarding the establishment to Civil Service Bureau ,

It is hereby ordained:

Article (1)

  1. The policy of equal pay fur substantially equal work will be followed within the Government workforce.

  2. Variations in pay will be in proportion to the duties, responsibilities and qualification requirements of position.

  3. Individual position will be grouped into logical classification plans and assigned to grade levels.

  4. Every position will be covered by a description that outlines duties and responsibilities, supervisory controls, and minimum qualifications necessary for the performance of the deities.

  5. With the framework of budgetary considerations, salary schedules will be utilized for each classification plan which will assure that the Government is a fair and just employer.

  6. Allowances will be used to supplement pay for particular groups or positions when warranted by special circumstances.

Article (2)

The Civil Service Bureau is assigned the authority for establishing and maintaining the position classification and personnel compensation system it will:

  1. Develop and Implement classification plans authority by the Council of Ministers.

  2. Assign individual positions to proper titles and grade levels within each classification plan.

  3. Conduct locality and benefit surveys annually to assure reasonable equity of salary levels and benefits with those of private employers. Subject to approval by the Council of Ministers, will develop and Implement salary schedules based on Survey result.

  4. Develop and implement allowances for special work situations.

  5. Perform review and issue final technical decisions on decision classification appeal cases.

Article (3)

Ministries are responsible to organize work processes and assign duties to positions that will accomplish the mission of the origination. In addition, Ministries share responsibilities with the civil service bureau for proper classification of positions by assigning job duties and responsibilities to positions at the lower level in the organization where they can be accomplished with optimum efficiency.

Article (4)

Employee may initiate classification appeals through managements channels to the Civil Service Bureau if they believe that their positions are not the right classification plan or grade level.

Article (5)

The Civil Service Bureau will issue appropriate regulation and provide other guidance necessary to implement the provisions of this resolutions.

Article (6)

Provisions of resolutions and other regulation that contradict this resolution are rescinded.

Article (7)

This resolution will become effective upon issue and will be published in the official Gazette.
