Resolution No. (6) for 1977
Regarding
The establishment of an allowance to be paid to tradesworkers in
the Ministry of Works, Power and Water who are required to drive a vehicle in
addition to performing their regular duties

The Minister of State for Cabinet Affairs In accordance with Decree of Law No, 10 for 1977 regarding adding a new fund to the budget of 1977 for improvement of salaries of civilian and military government employees and with Prime Ministers Resolution No.8 for 1975 regarding delegation of Minister of State for Cabinet Affairs in some jurisdictions; the following is decided:
  1. Effective let August, 1977 a skill allowance of BD 10/- per month will be paid to tradesworkers in the Ministry of Works, Power and Water, who are required in addition to their normal duties to drive Government vehicles in accordance with the following stipulations:­

    1. The allowance is only authorized for employees occupying positions below grade 7.

    2. There should be no full-time drivers in the organisational segment unless there is a written justification for the need for them based on volume and nature of work of the unit or unless a statement is made that full-time drivers will be made available for transfer to other organizations.

    3. The request for such allowances should clearly show that the work requires the use of driving skills to get a work crew to the job and avoid the necessity for a full-time driver.

    4. Skill allowance will, not be provided to more than two positions in each crew and will be withdrawn when the need for it no longer exists.

  2. Directors in the Ministry of Works, Power and Water should provide the Bureau with the following:­

    1. A list of those entitled to the skill allowance not later than 31st July, 1977. Subsequent months listings are to be submitted before the 20th of each month to the Civil Service Bureau.

    2. A list of full-time drivers who are made surplus now and in future as a result of implementation of this system and a statement that they will be transferred to vacant positions in the Government.

  3. Directors in other ministries should review their organizations to see if similar situations exist in which this plan can be applied and inform the Civil Service Bureau accordingly.

  4. Civil Service Bureau and concerned unite must follow this resolution which will be published in the Official Gazette.
