Resolution No. (5) for 1980
Regarding
EMPLOYEE TRAINING AND DEVELOPMENT
Minister of State for Cabinet Affairs,
In accordance with the Prime Minister’s Resolution No. (6) for 1978 regarding the assignment to the Civil Service Bureau the central management and control of all personnel providing services to the Government of Bahrain, And with the Resolution No. (8) for 1975 which delegated some jurisdictions of the Prime Minister to the Minister of State for Cabinet Affairs, And with the approval of the Council of Ministers. It is hereby ordained:
Article (1)
Training at Government expense may be provided to employees for any one of the following reasons: to acquire skills and knowledge required for jobs in the Government; to up-date skills and knowledge to perform in a current job; or to prepare current employees with potential for higher level responsibilities.
Article (2)
Ministries are assigned the responsibility for determining training that is required; recommending the best source for accomplishing the training within Ministry priorities and budget, for nominating the employees to be given the training, and for evaluating the results of the training. The Ministries are also responsible for providing on –the- job training within the Ministry as appropriate including job-orientation training for new employees.
Article (3)
Each Ministry will make a yearly review of current and long range training and development needs. A plan of action to meet these needs will be established on a priority basis.
Article (4)
The Civil Service Bureau (C.S.B.) is assigned the authority for assisting Ministries to determine training needs, and for selecting the most appropriate source for accomplishing the training, and for approving the selection of nominees. The C.S.B. will prepare and maintain a master training plan for the government. The C.S.B. will review requests from Ministries and authorities, where appropriate, all t raining conducted by sources outside the Ministry.
Article (5)
The C.S.B. will arrange for or conduct all training common to more than one Ministry such as supervisory, management, executive, clerical and secretarial, general employee orientation, etc.
Article (6)
Training and development needs will be met using resources in the following priority order:
- Within the Ministry
- Other Ministries
- Non-government sources within Bahrain
- Gulf area/Arab states
- Other foreign countries
A Lower priority training location may be used only after it has been determined that training cannot be provided by higher priority sources.
Article (7)
Government Ministries and agencies will make their in—country training resources (programmes, facilities, equipment and personnel) available to other government Ministries and agencies.
Article (8)
Ministries may assign an employee to a non-government training or education program exceeding thirty (30) days only after completion of one year’s service. The sponsorship of an employee for an advanced University degree program of six (6) months or more may be made only after at least two (2) years of government work experience following completion of bachelor degree studies.
Article (9)
The sponsorship of an education program for a degree is authorized only when the degree is required to perform the employees current or projected job assignment.
Article (10)
Employees are required to sign a Training-Government Service agreement before they are assigned to non-government training or education of 6 months or more duration. The agreement will require a minimum of one year obligated service for training of 1 year duration or less. Beyond one year the service obligation will, he on a month to month basis. If the employee fails to meet the provision of the obligated service agreement the Ministry will recover all, costs of the training or education program from the employee.
Article (11)
Government sponsorship of an employee’s studies will be terminated when the employee fails to obtain satisfactory academic grades.
Article (12)
Employees will he encouraged to participate in self-development education in order to better qualify themselves in their work or professions for future advancement. The Ministry may support such activities by allowing limited absence from the job during working hours or paying for all or part of this education when it is determined by the C.S.B. to be directly related to the employee’s current or planned future work in the government.
Article (13)
The C.S.B. will develop and issue procedures to implement the provisions of this Resolution. This Resolution is effective the date it is issued and will be published in the official gazette.
Article (14)
Any other provisions of regulation or procedures that contradict the provisions of this Resolution are hereby rescinded.
