Resolution No. (4) for 1981
Regarding
Staffing of Government Positions

Minister of State for Cabinet Affairs,

Iin accordance with the Prime Minister’s Resolution No. (8) for 1975 which delegated some jurisdictions of the Prime Minister, to the Minister of State for Cabinet Affairs,

And with the Prime Minister’s Resolution No. (6) for 1978 regarding the assignment to the Civil Service Bureau of central management and control of all personnel providing services to the Government of Bahrain.

It is hereby ordained

Article (1)

Positions in the ministries of the Government of Bahrain will be staffed, to the degree possible, with direct-hire Bahraini citizens who are qualified by experience and training. When qualified Bahraini citizens are not available, direct-hire non-Bahrainis may be hired by local or overseas recruitment. Personal—Service contracts may be used to obtain specialized skills which are not otherwise available. Staffing will be limited to positions approved and budgeted for within the manpower ceiling established for each ministry

Article (2)

Selection of candidates for government positions will be made only on the basis of merit and fitness to perform the duties and responsibilities of the position by the person to fill the position.

Article (3)

Each position will be covered by a written job description, and also a statement of minimum qualification standards prescribing educations the experience and training necessary to perform the position

Article (4)

A medical examination will be completed to determine physical capabilities to perform duties efficiently and without hazard to himself or others, prior to appointment.

Article (5)

Candidates for government positions must be of good character and reputation. Background checks will be requested of the ministry of Interior and reviewed by the employing ministry before a candidate is employed.

Article (6)

The CSB is the central recruiting and referral activity for the Government and responsible for:

  1. Serving as a focal point for information to the public on all types of Government employment, including planning of advertisements of vacancies of the various ministries and for referring applicants to Ministries for their selection.

  2. Approval of position qualification standards.

  3. Local recruitment for all Common-use positions and for all overseas recruitment.

  4. Determining applicable grade and step for appointment of candidates selected based on qualifications and experience.

  5. Final approval and processing of all appointment personnel actions.

Article (3)

Ministries are responsible for proposing qualifications standards for their jobs, determining the need and initiating action to recruit and fill positions, interviewing and selecting candidates, and conducting on-the-job orientation and training

Article (8)

The provisions of this Resolution apply to all Government Ministries except Defence and Interior.

Article (9)

The Civil Service bureau will issue administrative procedures implementing this resolution. Any previously published policy, practice or instruction that contradicts the provisions of this Resolution is hereby rescinded.

Article (10)

This Resolution will, be effective on the date of issue and will be published in the official Gazette.
