Resolution No. (4) for 1980
Regarding
Recruitment of Non-Bahraini Employees

Minister of State for Cabinet Affairs,

In accordance with Resolution No. (8) for 1975 which delegated some jurisdictions of the Prime Minister, to the Minister of State for Cabinet Affairs,

And with the Prime Minister’s Resolution No. (6) for 1978 regarding the assignment to the Civil Service Bureau of central management and control of all personnel providing services to the Government of Bahrain,

It is hereby ordained:

Article (1)

The Civil Service Bureau (C.S.B.) is assigned the authority for overseas recruitment and appointment of all Non-Bahraini employees of the Government under its jurisdiction after determining that no fully qualified Bahraini citizen is available for appointment. The C.S.B. is the only Government agency authorized to place commercial advertising, negotiate with applicants or employment agents in foreign countries make offers of employment, and approve employment contracts, including conditions of employment.

Article (2)

The C.S.B. will be the official sponsor of all Non—Bahraini Government employees for purposes of immigration and residence in Bahrain. As the sponsor, the C.S.B. will initiate all requests for No Objection Certificates for Employment from the Immigration and Passports Directorate (I.P.D.).

Article (3)

The C.S.B. is assigned the authority to make all arrangements for transportation of employees, dependents, and authorized household antipersonal effects, and will be the only official Government of Bahrain contact with the employee until he arrives in Bahrain.

Article (4)

The employing Ministry is assigned the authority to interview fully qualified candidates from employment profiles established by the C.S.B. and to make final selections to fill vacant positions, subject to C.S.B. and I.P.D. approval.

Article (5)

The employing Ministry is responsible to meet an employee at point of entry in Bahrain; to escort him to temporary (or permanent) housing and provide orientation on the job.

Article (6)

All advertising, recruitment, transportation and housing coats are borne by the employing Ministry.

Article (7)

The provisions of this Resolution do not apply to the Ministries of Defense and Interior.

Article (8)

All previous policies or practices which contradict the provisions of this Resolution are hereby abolished. The Civil Service Bureau will issue necessary regulations to implement the provisions of this Resolution.

Article (9)

This Resolution becomes effective 1st April, 1980 and will be published in the Gazette.
