Resolution No. (2) for 1979
Regarding
PROMOTIONS
Minister of State for Cabinet Affairs,
In accordance with the current promotions system approved by the Council of Ministers and with the Resolution No. (8) for 1975 regarding delegating some of the jurisdictions of the Prime Minister to the Minister of State for Cabinet Affairs, and with the approval of the Council of Ministers in its meeting No.539 dated 31st December 1978,the following is ordained:
Article 1
Upon promotion, the following procedures should be effected: -
- The rate of pay is established at the step in the higher grade which provides an increase equivalent to the amount of at least two steps increment in the higher grade. When the computed amount falls between two steps it is adjusted to the higher step. When the pramation is to a position to which an advanced in—hire rate is applicable, the salary will be adjusted to the rate that is most advantageous to the employee.
- When the effective date of a prcrn3tion coincides with the effective date of a step increment, the promotion will be taken first and the increment awarded according to the higher grade.
- When groups of positions are upgraded with no change in duties and responsibilities, notification of upgraded positions will be published by the Civil Service Bureau in a circular. When certified by a Director or higher official as doing satisfactory or better work, occupants of such positions, or of individually upgraded positions, will be promoted to the higher grade without regard to the time -in- grade requirement that normally applies, which is that an employee may not be promoted unless he has served one year at least in the grade, and their rates of pay established as provided in paragraph 1 of Article 1 of this Resolution.
- employees who are appointed or re-appointed at grades lower than those for which they are fully qualified may be promoted to grades for which they are eligible without regard to the time –in- grade restriction that normally applies, which is that an employee may not promoted unless he has served one year at least in the grade, providing an approved and funded appropriate higher grade position vacancy is available for this purpose. Their rates of pay will be established as provided in paragraph 1 of Article 1 of this Resolution.
Article 2
Any other provision of Regulations or procedures that contradicts the provision of this Resolution is hereby rescinded.
Article 3
The Civil Service Bureau and concerned units in Ministries should implement this Resolution effective 1st April 1979 and it will, be published in the official Gazette.
