Resolution No. (1) for 1981
Regarding
Policy and Procedures for
Organization and Manpower Management
Minister of State for Cabinet Affairs,
In accordance with the Prime Minister’ s Resolution No. 6 for 1978 regarding the assignment to Civil Service Bureau of central management and control of all personnel providing services to the Government of Bahrain,
And on Resolution No. (8) for 1975 which delegated some jurisdictions of the Prime Minister to the Minister of State for Cabinet Affairs,
And with Minister of State for Cabinet Affairs Resolutions (2) for 1978 regarding Manpower Surveys and Manpower Ceilings,
It is hereby ordained,
Article (1)
The primary organizational element of the government is the Directorate, which is responsible for managing a specific, major function of government. The Ministries are made up of appropriate combinations of Directorates. Other organizational levels are established as dictated by sound principles of management.
Article (2)
The Civil Service Bureau (C.S.B.) is responsible for evaluating requests to establish all new jobs, new Directorates or to reorganize or add to existing Directorates, and will provide a report of recommendation to the Council of Ministers.
Article (3)
The C.S.B. is delegated the central authority for the review and approval of organizational structures in the government Ministries and offices below Directorate level.
Article (4)
The C.S.B. is responsible for authorizing all employee requests and approving the methods through which employees are employed by the government, whether by appointment in the Civil Services contracts for personal services, by secondments, by assistance provided by other governments or international agencies, and irrespective of whether such personnel are paid by the Government of Bahrain, directly or indirectly.
Article (5)
Each Ministry will be assigned an annual manpower ceiling by the Civil Service Bureau which establishes the maximum number of permanent and temporary Government employees which may be on payroll at any one time.
Article (6)
The C.S.B. will conduct management studies pertaining to procedures & methods improvement, the development of staffing standards and management systems.
Article (7)
The C.S.B. will issue the required procedures for the approval of all government organization structures and manpower resources, as defined in the provisions of this Resolution.
Article (8)
The provisions of this Resolution applies to all Government Ministries except Defense and Interior.
Article (9)
Any previously published policy or directive that contradicts the provisions of this Resolution is hereby rescinded.
Article (10)
This Resolution will be effective on the date of issue and will be published in the official Gazette.
