Regarding
Appointment in Government Service

Their Excellencies the Ministers:

In accordance with the decision of the Council of Ministers at meeting No. 479 on 25th September, 1977 concerning the necessity of obtaining the approval of the Civil Service Bureau prior to appointing or re-appointing individuals or transferring employees within Ministries, and to the Circular No. CSB/1673/76 dated 16th June, 1976 regarding manpower budget and appointments for the years 1976 - 1977 and what was confirmed therein regarding the necessity of co-ordination with the Civil Service Bureau, I would like to inform your Excellencies of the following:

  1. The co-ordination with the Civil Service Bureau has served a useful purpose in personnel management by ensuring that the position for which an appointment is contemplated is budgeted for, approved on the manning document of the employing ministry and that the individual concerned is fully qualified for placement in that position. The purpose of this circular is to restate the requirement of co-ordination with the Civil Service Bureau and the necessity of obtaining the Bureau’s approval before assigning an individual to a government position.

  2. After the implementation of the Civil Service Regulation 471 of 13th April, 1977 on maintaining discipline, a substantial number of employees have been dismissed for serious breaches of the standards of conduct. Therefore, co-ordination with the Civil Service Bureau has become essential to ensure that re-employment of unsuitable persons in the Government service is precluded.

  3. The Civil Service Bureau will maintain a list of former employees whose services were terminated under the provisions of laws and regulations in effect. Before appointing any individual who has been a former.

Government employee and whose service was terminated in accordance with the laws and regulations, an investigation regarding his suitability will be conducted.
