Regarding
Personal Services Contracts Paid from
Chapter A of the State Budget
Their Excellencies the Ministers:
It has been the practice in some Ministries to utilize consulting private firms for providing manpower to carry out work connected with projects. The Ministry of Finance & National Economy often allocates funds for such supplementary labour in Chapter (4) of the State Budget in order to get better assessment of the overall project costs.
In accordance will the Civil Service Circular No. (4) for 1979 regarding Services and Personal Contracts, and with the Minister of State for Cabinet Affairs Resolution No. (1) for 1981 regarding Policy and Procedures for Organization and Manpower Management , all Personal Services Contracts must have the prior approval of the Civil Service Bureau irrespective of method of payment or budget allocations.
You are requested, therefore, to inform the Directors concerned in your Ministries to send all existing Personal Services Contracts connected with projects to the Civil Service Bureau not later than 15 October, 1981. New Manpower agreements must not he entered into with any firm or individuals without the prior approval of the Civil Service Bureau.
