Regarding
Guarantee of Electric Accounts
Their Excellencies the Ministers:
As sponsors of newly arrived expatriates who will occupy Government Housing. Ministry Officials currently sign guarantee-of-payment, “Green Cards” to BSED in order to have the electricity account open when the employee moves into the house. The guarantee has continued through the employee’s tour, and in a few cases a ministry has been obliged to pay a delinquent bill after an employee has departed the island.
Beginning 1st October,1981, the new procedure is as follows:
- The ministry sponsor of the new employee .will notify the Directorate of Government Employee housing of the date the employee will arrive to occupy the assigned house.
- The Directorate of Government Employee Housing will sign the BSED “Green Card” and request BSEP to turn on the Electricity prior to the employee’s arrival. The Directorate will guarantee the account. BSED is not authorized to accept guarantees from other ministries for employees electricity accounts.
- Within one month after the employee occupies the house, the Directorate of Government Employee Housing will notify the employee in writing that he must go to the Commercial Office of the Electricity Directorate to make a Security Deposit by a given date.
- The Directorate of Government Employee Housing will notify BSED that they will no longer be responsible for the account after the given date.
- The employee will sign a new “Green Card”, pay the required deposit and assume responsibility for the account.
- From then on the employee will deal directly with BSED, relieving the ministry and the Directorate of Government Employee housing from further responsibility.
- When the employee checks out of his government house, he will pay the final electric bill and collect his deposit.
