Regarding
MANPOWER UTILIZATIONL GRADES 1 THROUGH 6

Their Excellencies the Ministers:

It is the policy of the Government to promote a productive and well-motivated work force through effective use of limited manpower resources. Sound manpower utilization in the lower grades is a basic requirement.

Unfortunately, there has been a tendency by some ministries to hire more employees in certain positions Grades (1) through (6) than can be usefully employed. Many of these employees are assigned little or no meaningful work, do not participate in on-the-job training and do not acquired administrative or technical skills.

Organizational reviews by the Civil Service Bureau (CSB) staff indicate that a few categories of positions are the most misused. Following is a list of some of the positions with statement about the proper utilization of each:

    Administrative Clerk Grade 6. This is a supervisory position that is authorized for fully qualified clerk who is required to supervise three or more clerks in addition to performing his or her own specific clerical duties.

    Clerk, Clerk/Typist, Trade Worker, Trades Helper. Requests for additional positions must be supported by quantifiable workload data and will usually be evaluated on-site by a Civil Service manpower management analyst.

    Messengers. One messenger is the normal authorization for internal communications within each Ministry or in each large directorate which is physically separated from ministry headquarters. No messengers are authorized for mail and other communications between ministries or units of a minis­try which are physically separated. For these purposes, the inter-government Mail System will be used.

    Cleaners. There is no provision for Cleaner positions in any directorate which has a contract for office/building cleaning services with a private firm. Cleaners are not authorized for the cleaning of government light vehicles which are assigned to individual employees whether temporarily or permanently.

    Farrash are defined as Civil Service employees who provide personal services such as serving refreshments, running errands, and opening and closing offices for government executives. Farrash are authorized for directors and above as follows:

    Minister's Office Two Farrash
    Under Secretary One
    Asst. Under Secretary One
    Director One

    Drivers are authorized for those duties which require the full-time use of a government vehicle for specific purposes. Drivers are normally not authorized for the transport of work crews to their work sites ; one member of each crew will be encouraged to drive the crew s assigned vehicle. Crew members who drive in addition to their regular duties will receive the additional skill allowance authorized by the Civil Service Bureau. Ministers are authorized a full-time government driver.

It is highly recommended that the ministries seek the advice and assistance of the CSB manpower management staff for planning all manpower needs and changes
