CIVIL SERVICE CIRCULAR NO. (3) for 1992
Regarding
Government Training Service Agreements
Their Excellencies the Ministers:
I would like to inform Your Excellencies that the Civil Service Bureau has revised the provision of the presently applied agreement stated in the Resolution No. 5 for 1980 regarding the training and development of government employees after finding it necessary to clarify one of its most important items in order to remove the misunderstanding concerning the commitment of the employee of the required number of years of service in the government after completion of the study or training programme
Paragraph (2) of the agreement “The employee is committed to continue working in the government for a period of time not less than one year or the number of years equivalent to the number of years he attended” will be revised to read as follows: “If the period of study or training exceeded one year. the employee is committed to continue work in the government for a period of time equivalent to the number of years of study or training. The employee remains committed to continue work for the government for the periods mentioned in the case of not completing the programme for personal reasons unless the government gets back the expenses according to item 7 of this agreement”.
I would like Your Excellencies to instruct your staff to begin using the enclosed Government Training Service Agreement at this time and to complete and process the form as described in paragraph 4c, CSR 801 Employee Training and Development.
Thank you
Isa Bin All Al Khalifa
