REGARDING
Coordinated Local Recruitment Advertisement

Their Excellencies the Ministers:

The Minister of State for Cabinet Affairs Resolution No. 4 dated 6th October 1981, regarding staffing of Government positions, established the Civil Service Bureau as “ the central recruiting and serving as a local point for Information on all types of government employment, including planning of advertisements of vacancies of the various Ministries and for referring applicants to Ministries for their selection”.

In Overseas Staffing, Coordinated Overseas Recruitment Plan has been in operation since January 1984. To further improve the Local Staffing Services and more efficiently meet your recruitment needs, it is planned that a Coordinated Local Advertisement Plan be implemented to:

    - Reduce overall government costs with more economical composite advertisements with expense pro-rated to participating Ministries.

    - Provide for the Civil Service Bureau to search for suitable applications, in the “talent data bank” or register, for Ministries to evaluate and thus expedite filling of vacancies without resorting to expensive advertisements.

Based on experience, and for planning purposes local advertisements shall be released on the last week of each of the following months:

February, April, June, August, October, December.

Advertisement request (Form 52) need to be received in Civil Service Bureau at least four (4) weeks before the scheduled publication date of the advertisement. Only in cases where there are no suitable applications acceptable to the ministry short listed from the register by Civil Service Bureau, shall the advertisement as requested, need to be released.

Your cooperation in this joint planning effort will help ensure the efficiency and effectiveness of the local recruitment program and expedite filling ministry vacancies with qualified candidates at minimum cost expenditures.
