REGARDING
Training Needs Survey for 1999 and 2000

Their Excellencies the Ministers:

Reference is made to Civil Scrvice Regulation No. 801 dated First of December 1980 and amendment dated 15 May ,1983 regarding the Training and Devetopment Needs Survey. The regulation states that Ministries will conduct this study every two years and provide a Training Plan and Budget matching their training needs.

In this regard ministry training officials should conduct this survey for 1999 and 2000 using Regutation 801 for 1980 and Training Nees guideline issued on July 97 could be consulted as the main reference. ln addition , emphasis should be focused on the following points:

  1. Only clearly identified needs should be recorded.

  2. Needs should be prioritized according to work requirement and resources available under the following classifications:

    1. In-country training:

      1. CSB management courses and seminars.

      2. Short-term training and developmemt programs.

      3. Long-term Academic / Professional Training.

    2. Out-of-country training:

      1. Long-term Academic / Professional Training.

      2. Short-term training and developmental programs.

  3. Realistically estimated budget for the required training should be provided.

  4. Separate training forms for 1999 and 2000 should be provided fur each resource specified above.
Prior training arrangements will be made by the training specialists in CSB , to meet with training officials in ministries to discuss the Training Needs issue.

Ministry officials conducting this survey should ensure that all data provided is accurate and realistically applicable to the needs recorded . The Civil Service Bureau hopes that all completed forms should reach the Training and Development Directorate by the end of August 1998.
