REGARDING
Review of Allowances Payments

Their Excellencies the Ministers:

It has been noticed that some ministries do not Send timely requests to stop, start or adjust allowance payments. This result either in overpayments that must be collected for unauthorized payments, or in underpayments with complex budget and administrative problems when hack payment is involved for an authorized entitlement.

While it is important to take timely action regarding all allowances we want. to call particular attention to the Social Allowance which changes as the employees status changes it is important that employees understand the eligibility rules arid report changes that occur, and that the ministry initiate the CSB Form 52 request for personnel action to make timely change adjustments. The established procedure for paying the Social Allowance is identified in H.E. the Prime Minister memo dated 18/9/1973 as follows:

  1. Single male and female employees receive a Social Allowance based on their unmarried status and grade level.

  2. Married female employee whose husband does not work for the government will receive a single allowance. Widowed or divorced female will receive a single allowance except while she has dependent children or a disabled husband she will receive the married allowance.

  3. Male employee will receive a married allowance at the first. month of his marriage.

  4. Male employee will change from married to single allowance if and when divorced or widowed without dependent children.

  5. Female employee is not entitled to receive a Social Allowance when her husband works in a Government Ministry or other Public Agency and entitled to receive the married allowance.

Request employees be informed of their responsibility to report change in their status immediately after the change occurs to preclude overpayment as well underpayments. The ministries in turn are responsible to notify CSB officially on Form 52 . If unauthorized overpayments has been involved, because of delay, collective action must be initiated and a reasonable repayment amount schedule established in the Ministry with the employee and reported on the CSB Form 52.

Ministry’s Personnel Offices are accountable to verify allowance payments on a continuing basis and report changes in a timely manner.
