REGARDING
Training

Their Excellencies the Ministers:

The purpose of this circular is to emphasize, especially during this period of economic austerity, the careful review of all non government training and in particular the requirements placed on out-of-country training for government employees.

Resolutions No. 5 and No. 1 of 1980 established the criteria for training at government expense. Training at government expense is authorized only for the following reasons: to acquire skills and knowledge required for Job. in the government; to up-date skills and knowledge to perform in a current job; or to prepare current employees with potential for higher level responsibilities. The Council of Ministers has reaffirmed that out-of-country training be restricted to those persons who will be qualified to fill determined key positions in the concerned Ministry.

Employees selected for out-of-country training or education must meet all prerequisites for the program, including foreign language proficiency.

Training out-of-country is authorized only when comparable training is not available in Bahrain. Training resources must be used in the following order when they can provide adequate training.

    Within the Ministry

    Other Ministries

    Non-government sources in Bahrain

    Gulf area / Arab states

    Other foreign countries

Requests for Training forwarded to the Civil Service Bureau for approval must be in compliance with these requirements. The CSB will not approve in future requests unless they are necessary, in accordance with the actual needs and meet the requirements.
