Subject: Granting Housing Allowance
For Government Overseas Contract Employees

Their Excellencies the Ministers:

Transmitted herewith is the Civil Service Regulation concerning the subject mentioned above to apply Resolution of H.H The Prime Minister No.12 for 1999 issued 21 June 1999 regarding granting of Housing Allowance for Government overseas contract employees.

This regulation aims to explain the approved Civil Service policy authorizing the above mentioned allowance, the Civil Service Bureau's and Ministries’ responsibilities in this regard, and the rules and eligibility requirements.

This regulation is effective from 23 June 1999 for new employees, and old employees at the time of the renewal of their contracts. Any provisions contrary to this Regulation is hereby superseded. New employees who have signed their Contracts, or old employees whose contracts were approved before the effective date of this Regulation will be covered by the housing clause of their contract of employment with the Government. If they choose the housing allowance instead to be paid to them, this would be subject to the approval of the concerned Ministry and Civil Service Bureau.
