Transmitted herewith is Civil Service Regulation 611 regarding regular 1 January step increments. The rules for regular step increments were previously covered in CSR 610, Pay Administration, 31 March 1979. The provisions of that regulation are now covered in two regulations: CSR 610, Setting Rates of Pay, 5 May 1993, and the enclosed CSR 611.

The rewritten regulation clarifies and simplifies the guidance on granting step increments and will make it easier for ministries to locate the guidance needed.

This regulation is effective on the date of issue.
