Subject: Setting Rates of Pay

Their Excellencies the Ministers:

Transmitted herewith is Civil Service Regulation 610 concerning setting rates of pay when an employee is appointed or is moved to another position. It supersedes CSR 610. Pay Administration, dated 31 March 1979.

This regulation clarifies and simplifies the guidance on setting rates of pay. The guidance and instructions regarding 1 January step increments will be issued concurrently as a separate regulation. Issuing two regulations with specific subject matter titles to replace the single regulation with the very general title of Pay Administration will make it easier for ministries to locate the guidance needed.

This regulation is effective on the date of issue.
