CIVIL SERVICE REGULATION

Subject: Annual Leave

Their Excellencies the Ministers.

Transmitted herewith to be effective 3 February 1990 is revised CS Regulation 601 which supersedes CSR 601 dated 15 December 1978. It provides for the use of new forms and procedures in order to improve service, reduce paperwork and provide ministries with a systematic means of accounting for employee absences.

More specifically, the revised regulation changes the present annual leave accounting system in the following ways:

  1. Prescribes a new Leave Request form CSB Form 19. This form is used for requesting leave, canceling leave previously requested, or adjusting the amount requested to show the amount actually taken.
  2. Defines “short annual leave” as annual leave for a period of 14 working days or less. It is reported to CSB on a monthly basis.
  3. Defines “long annual leave” as annual leave for a period of 15 working days or more. It will continue to be reported to CSB at the time it is approved.
  4. Prescribes new CSB Forms 23 “Report of Short Annual Leave Used” and 23A “Continuation Sheet” to report periods of “short annual leave. ”

The introduction of “short annual leave” procedures for absences of 14 work days or less will reduce the reporting and filing requirements of both the Ministries and the CSB. The total number of days of “short annual leave” will be reported to the CSB only at the end of each month rather than each time a day or more is taken.

If an employee is granted periods of annual leave of less than a full day (for example 3 hours), the Ministry will total such hours at the end of each month arid report the number of equivalent days of leave to CSB.
