Their Excellencies the Ministers:

The regulation is a revision of and replaces Civil Service Regulation 471 dated 14th February 1979.

The principal changes are:

1. Emphasising the need for counseling as a positive form of discipline to improve the productivity and efficiency of the employee prior to taking unfavorable actions adverse on the employee.

2. Delegating to Ministries the authority and responsibility to suspend employees from duty and pay up to three days without prior approval of the Civil Service Bureau.

3. Providing For the employee to receive advance notice of the action to suspend three days or less without CSB review in order to give the employee opportunity to reply before final decision.

4. Emphaising the need for forwarding Form 52 to CSB to effect the personnel action on all suspension or removal actions.
