The organisation and operation of the governement are directed toward the maintenance and improvement of the public welfare. These aims are accomplished through the efforts of individual officials and employees.

Civil Service Regulation 401 sets forth the standards of conduct for government employees and establishes the idividual responsibility for their application in the government service of the State of Bahrain.
