Trainee Positions
- PURPOSE:
To prescribe the policy and procedures for establishing trainee positions in Government Ministries.
- AUTHORITY:
Minister of State for Cabinet Affairs Resolution No. (5) for 1980 dated 6th May, 1980.
- POLICY:
Ministries are authorized to establish time limited trainee positions to train and develop Bahraini citizens for higher government jobs. Normally such positions are established at least uric grade level below the target position to be reached after completion of an approved training program. For certain managerial positions occupied by an expatriate, a trainee position may be filled at the same grade level by a Bahraini who lacks only on the job experience. The trainee position will be cancelled when the Bahraini assumes full responsibility.
- RESPONSIBILITIES:
Ministries
- Identify needs for trainee positions and coordinate with CSB.
- Secure and allocate budget funds for trainee positions.
- Design / develop appropriate training program needed for the trainee to develop required skills.
- Select trainees and conduct training activities as required.
- Plan and conduct periodic evaluation of progress made by the trainees and submit timely requests for salary increment as determined in the training program.
Civil Service Bureau
- Assists Ministry managers to establish trainee positions in advance of their needs for skilled manpower.
- Coordinates with Ministry managers and Ministry of Finance to authorize budget funds for trainee positions.
- Reviews and approves job description prepared for the trainee position to be established, determines qualification requirements, and determines intermediate and target positions to be reached after training.
- Assists Ministry managers in the design of training programs and approves the training programs submitted by Ministry.
- Assists Ministry managers to locate training resources, and to monitor and evaluate the progress of the trainees.
- Assists Ministry managers in recruitment to fill trainees positions.
- Approves and processes actions submitted for step increment / promotion of the trainees in accordance with qualifications criteria established.
- PROCEDURE:
- When a Ministry decides that establishing trainee positions is feasible for developing Bahraini employees for higher skilled positions within the Ministry, the concerned manager should develop a proposed training program that will include at least the following information:
- Proposed title, grade and job description of trainee position and intermediate positions.
- Proposed qualification standards for trainee position.
- Title and grade of target position.
- Detailed description of training required for progression to the target position, include on-the-job training as well as technical or academic schooling.
- Proposed time schedule.
- Certification that funds are available.
- The proposed training program will be forwarded to the CSB for review. The CSB will:
- Determine if basic requirements are met and approve changes on the organization and manpower chart.
- Review the job description of the proposed position (s), and if appropriate, approve the title and grade.
- Determine available sources of training.
- Make recommendations on the overall, design of the program
- After the Training Program has been coordinated and agreement reached between the ministry und the CSB, the ministry will prepare the final version for signature by the authorized ministry official and approval by the CSB.
