OUT-OF-COUNRY EMPLOYEE TRAINING & DEVELOPMENT

    AUTHORITY:

    This Regulation is issued in accordance with Resolution No. (7), for 1980 issued by the Minister of State for Cabinet Affairs.

    PURPOSE:

    To implement government policies and establish procedures regarding the use of out-of-country training resources for training and development of Bahrain employee.

  1. EXPLANATION OF TERMS:

    1. One month is defined as thirty calendar days.

    2. One year is one academic year.

    3. Training is defined as a course or program of instruction or education in technical, professional, trade, management, administration or other fields which are or will be directly related to the performance of official, duties for the government.

  2. RESPONSIBILITIES:

    1. Each ministry will:
      1. Prepare and submit individual Training requests for out-of-country training to the Civil Service Bureau.

      2. Budget and pay for training costs.

      3. With ceiling, depending on climate, customs, etc. , determine the amount of clothing allowance to be authorized in each case.

      4. Assure employees the require foreign language proficiency are tested and complete appropriate language training in Bahrain prior to departure.

    2. The Civil Service Bureau will:

      1. Review and approve out-of-country requests

      2. Conduct or arrange for language testing of candidates for out-of-country training.

      3. Assist Ministries to arrange for necessary language training.

    3. Employees will:

      Enroll in appropriate off duty courses or programs in Bahrain, such as language training, which will help prepare themselves for government sponsored training.

  3. SELECTION OF RESOURCES

    Out-of-Country resources will be selected in accordance with time priorities listed in Article (6), Resolution No (5), for 1980, regarding Employee Training and Development.

  4. SELECTION OF EMPLOYEES

    1. The criteria for selection of employees is outlined in paragraph ( 4 ), Civil Service Regulation No. 801 employee Training and Development, dated 1st December 1980.

    2. Foreign Language proficiency. Employees being considered for out-of-country training which requires proficiency in a foreign language, must be testes to determine their proficiency. Approval of such train will require evidence that their proficiency is sufficient to ensure acceptance by the training institution and the capability to successfully learn from and complete the requested training.

      1. Ministries must make early identification of employees being considered and request the Civil Service Bureau to test or arrange for language testing of those employees.

      2. When necessary, the Civil Service Bureau will assist the Ministries to control employees in appropriate language training in Bahrain.

      3. Upon completion of language training, employee candidates will be re-tested and the Ministry notified of the results.

      The above actions almost be taken at least 120 days in advance of the scheduled out-of-country training to ensure the required level of language proficiency is reached before the employee departs from Bahrain for training.

  5. SUBMSSION OF REQUESTS FOR TRAINING:

    Individual training requests will be prepared and submitted in accordance with paragraph (5) , Civil Service Regulation No. 801 , dated 1st December 1980.

  6. PAYMENT OF EXPENSES

    1. The sponsoring Ministry will pay all, expenses for out-of-country training in accordance with Resolution No.(7) for 1980.

    2. Training in different locations: when an employee is assigned to a plan program which may include training in different locations in the same country, the appropriate basic allowances for each location will be paid. Should an employee while abroad be assigned to attend a training program in a different country he or she will receive the basic allowance appropriate for the country and category of training.

    3. Books and Materials: Employees in category 3 training will obtain receipts for all books and materials purchased. These receipts need not be submitted unless the allowance authorized per year is not sufficient to cover the cost. Should the book allowance not be sufficient, the employee will:

      1. Submit receipt for all books and materials purchased during the year as required by the course or program. The receipts for books cost include the title and cost of each book.

      2. Obtain validation from the training institute that the books listed and purchased were required as part of the program.

      3. Submit receipts and institute validation together with a request for reimbursement to his or her ministry.

      The Ministry concerned will submit such requests to Civil Service Bureau for approval. Reimbursement claims will not be approved unless the above information is submitted.

    4. Clothing Allowance (Categories 2 and 3): Ministries may recommend less than the one time maximum amount authorized in consideration of location of training, climate conditions at the time of training and the type of clothing required etc. Ministries will submit their recommendation concerning the clothing allowance to be paid along with the training request submitted to Civil Service Bureau.

    5. Health Insurance: The government liabilities for covering costs of health insurance, and claims not covered by insurance, are limited to illnesses on the part of employee and authorized dependants. The government does not pay for maternity, dental, eye glass, cosmetic operations and like costs. Claims for reimbursement for medical costs not Cover by insurance will include the following:

      1. Medical bills not covered by Insurance or national services.

      2. Supporting medical report from treating physician.

      3. Proof that bills were submitted to, but not paid by, the insurance plan.

      The claims will he submitted to the Ministry of Health, through Civil Service Bureau, for medical review and decision on validity.

  7. SERVICE AGREEMENT

    An agreement between the employee and the government will be required in accordance with Article (10) Resolution No (5) of 1980.
