STEP INCREMENTS TO EMPLOYEES REFERRED FOR
MANDATORY RETIREMENT ON 1ST JANUARY

  1. PURPOSE:

    To describe the procedures to be followed to pay a regular step increment to an employee referred to mandatory retirement on 1st January of each year for reaching age 60.

  2. AUTHORITY:

    Resolution No. 13 for 1992 of H.H. The Prime Minister, Chairman of the Civil Service Council regarding granting a step increment to employees referred to retirement on 1st January issued on 22nd September 1992.

  3. POLICY

    An employee referred For mandatory age 60 retirement on 1st January is eligible to receive on the immediately preceding 1st December the regular step increment due on the retirement date.

  4. RESPONSIBILITIES

    1. The Civil Service Bureau is responsible for setting policy and providing guidance and assistance to ministries in determining eligibility of employees who will retire on 1st January for a step increment to be effective on the preceding 1st December.

    2. Ministries are responsible for determining eligibility of a retiring employee for a 1st December step increment and for requesting action by the Civil Service Bureau to process the increment is accordance with this regulation.

  5. ELIGIBILITY

    An employee referred to retirement at age 60 on 1st January is eligible for a regular step increment as of 1st December if the employee meets the following criteria:

    1. Will complete on the 1st January date on which referred for mandatory retirement the established waiting period for a regular step increment (either one or two years depending on the employee’s current pay scale, grade and step).

    2. Will have not more than six months leave without pay during the established waiting period.

    3. Is currently rated satisfactory on better in both performance and conduct.

  6. PROCEDURES:

    Ministries will submit to CSB no later than 20th November a completed CSB form 52 requesting a step increment be effective 1st December For each eligible employee. A statement is to be included on the CSB form 52 that the employee will be retired on the next 1st January for reaching age 60 and meets the above criteria.
