- PURPOSE:
To describe the eligibility requirements for an employee to receive the benefits of early retirement and the procedures to be followed in granting these benefits for the assumed added years of service.
- AUTHORITY:
Resolution No. (18) for 1992 issued on 30 September 1992 by H.H. The Prime Minister, Chairman of the Civil Service Council. regarding granting the employees who are referred to early retirement step increments for the years added to their actual service.
- POLICY
To encourage employees who meet the Pension Fund Commission requirements for retirement at age 55 or over to benefit from early retirement privileges by giving them stop increments for assumed added years to their service up to the maximum ceiling for the service credited in pension or the maximum of the grade or reaching age 60 which ever is nearer according to the criteria of eligibility applied to earlier employees in the service.
- RESPONSIBILITIES
- The Civil Service Bureau is responsible for establishing policy and providing guidance to ministries in applying this Regulation.
- Ministries are responsible to inform the managers, supervisors and all employees of this Regulation, to review and approve employees requests to be referred to early retirement, to forward approvals to Civil Service Bureau, and to pay entitlements.
- PROCEDURES:
The employing ministry will submit to the Civil Service Bureau documents for early retirement of an eligible employee to pay final settlements , and a CSB Form 52 to pay the earned step increments for the assumed added years within the following criteria.
- One stop for each year of the assumed added years up to step 10 of the employee’s grade.
- One step for each two years of the assumed added years after step 10 of the employee’s grade up to the maximum of the grade except: those on grades 1-4 of the academic salary scale.
- The above mentioned step increments will be paid to the employee who is referred to early retirement from the 1st of the month in which he has been retired.
- The amount of the earned annual, leave upon early retirement will he paid the employee according to his basic salary after adding the step increments for the assumed added years.
- Ministries will indicate on the back of CSB form 52 that the employee will retire early and the rate and date of each stop increment for the assumed added years.
