OVERTIME AND SHIFT DIFFERENTIAL
- PURPOSE:
This regulation describes the responsibilities of Ministries and the Civil Service Bureau and the rules concerning overtime and shift differential.
- COVERAGE:
This regulation applies to employees assigned to
- General Salary Schedules 1 and 2,
- Professional Salary Schedules 3 and 4, (for shift differential only), and
- Academic Salary Schedule (for overtime only).
- POLICY
- Overtime will be compensated only when it has been authorized, approved and actually worked.
- Overtime work is authorized when it is an efficient and cost-effective way of meeting organization mission. Advance planning, work scheduling, extension of non-essential deadlines, redistribution of personnel resources, or other steps should be used to permit work to be accomplished during the normal work schedule to the extent practicable.
- The administrative work week is seven consecutive days beginning at 12.01 am Saturday; it ends at midnight Friday.
- RESPONSIBILITIES
- MINISTRIES
- Estimate its needs of overtime and submit it to Civil Service Bureau.
- Assign employees for overtime work as deemed necessary.
- Designate officials authorized to assign (order) and certify (approve) in advance the actual need for overtime.
- Establish internal controls to verify that authorized and paid overtime is actually worked.
- Study patterns of overtime usage in organizational elements within the Ministry and find ways of reducing overtime and eliminating nonessential overtime work.
- Control overtime and assure that overtime pay is not authorized as a pay supplement for work not performed.
- Compensate employees entitled to overtime pay for all overtime that is authorized and worked.
- Request CSB to approve overtime and shift differential payments.
- CIVIL SERVICE BUREAU
- Develop policy, systems and procedures for overtime and shift differential payments.
- Approve annual overtime ceiling for Ministries.
- Approve the payment of overtime and shift differential properly certified and submitted by ministries.
- Analyze trends and usage of all certified and paid overtime.
- Provide regular staff assistance to ministries regarding efficient use of manpower resources to minimize overtime costs to essential requirements.
- Provide pay computation tables.
- Approve shift patterns.
- OVERTIME PAY RULES FOR THE TWO GENERAL SALARY SCHEDULE EMPLOYEES
- Overtime compensation for the two General Salary Schedule employees is limited to those in grades G-1 to G-9.
- The regular overtime rate of 125% of the basic hourly rate is paid for hours worked beyond the daily tour of duty.
- The holiday overtime rate of 150% of the basic hourly rate is paid for hours worked:
- on a rest day,
- on an official public holiday, or
- as overtime during the unsociable hours from 7 pm to 7 am.
- When an employee’s weekly rest days are other than Thursday and Friday and a public holiday falls on them:
- The first of the employee’s two rest days during the administrative work week will be treated as Thursday. An official holiday on this day is not compensated with another day off.
- The second of an employee’s two rest days during the administrative work week will be treated as Friday. An official holiday on this day is compensated with another day off.
- If employee has only one rest day in the administrative work week, it will be treated as Friday. An official holiday on this day is compensated with another day off.
- Instead of overtime pay, employees may receive at management’s discretion, compensatory time off equal to the hours of overtime actually worked. If unable to grant compensatory time off, management may add the time to the employee’s annual leave balance.
- The full 24 hours of a calendar day are considered as the duration of a public holiday. However, when any part of an employee's workday is within the holiday period, the entire shift is considered as a holiday in order to determine the employee's entitlements. If an employee works two shifts within the same holiday, then holiday compensation is granted only for the first shift worked.
- Overtime rates of pay for General Salary Schedules 1 and 2 are calculated on basic pay rates in Schedule 1.
- OVERTIME PAY RULES FOR ACADEMIC SCHEDULE EMPLOYEES
- Overtime compensation for teachers when performing non-teaching assignments is limited to those in grades A—1 to A—5. The overtime rules are the same as for personnel in the General Salary Schedule.
- Teachers and counselors who are required to perform extra duties during their vacation periods will be paid by the hour at their normal pay rate in addition to their regular salary.
- A classroom instruction period of 40 to 60 minutes is to be counted as one contact hour. A classroom instruction period of 80 to 120 minutes that includes a short break period is to be counted as two contact hours.
- Full time teachers and senior teachers will be compensated at the rate of BD 3/- and BD 4/- respectively for each contact hour for teaching extra classes after completing a regular work day and for substituting for another teacher if the substitution continues for more than one week.
- Professional staff teaching classes at the associate degree level after regular working hours will be compensated at the rate of BD 5/- for each contact hour. If classes are at the degree level or higher, the compensation will be at the rate of BD 6/- for each contact hour.
- SHIFT DIFFERENTIAL RULES
- A shift differential is authorized for employees in General Salary Schedules 1 and 2 and Professional Salary Schedules 3 and 4.
- A shift differential of 12.5 percent of basic hour rate will be paid to eligible employees for each hour worked during:
- the second shift, normally from 3 pm to 11 pm, of a three shift system covering 24 hours a day;
- the second shift, normally front 3 pm to 11 pm, of a two shift system.
- A shift differential of 25 percent for basic hour rate will be paid to eligible employees for each hour worked during:
- the third shift, normally 11 pm to 1 am, of a three shift system covering 24 hours a day.
- a single working period between 7 pm and 7 am.
- Shift differential pay for employees on the General salary schedules is calculated based on basic rates of pay in schedule 1 and for employees on professional salary schedules is calculated based on basic rates of pay in schedules 3.
- PAY TABLES
Pay tables showing regular hourly rates, regular overtime rates, holiday overtime rates and shift differential rates developed by the CSB will be used for pay computation purposes.
