REGULAR STEP INCREMENTS
- PURPOSE:
To describe the policies, responsibilities, rules and procedures for granting regular step increments to employees.
- DEFINITION:
A regular Step Increment (RSI) is an increase in an eligible employee’s pay of one step rate within the same pay grade on 1 January in recognition of continuing satisfactory performance and conduct.
- POLICY:
Regular step increments will be granted to eligible and deserving employees on an equitable basis.
- RESPONSIBILITIES:
- The Civil Service Bureau is responsible for providing guidance and assistance to ministries in the applying this regulation.
- Ministries and independent office are responsible for determining employee eligibility for and granting or denying regular step increments in accordance with this regulation.
- EXCEPTIONS:
The provisions of this regulation do not apply to the following:
- Employees hired on a daily (per diem) basis, fixed pay or on a temporary assignment.
- Temporary employees appointed for less than 3 months.
- Part time employees.
- Employees hired on contract basis.
- ELIGIBILITY

| A- Step 0 to step 9 of any salary schedule, OR Step 0 to step 14 of pay grades A-1 to A-4 |
- One year since last RSI, and
- six months creditable service , and
- rated satisfactory in performance and conduct.

| B- Step 10 to step 14 of any salary schedule, (except in grades A-1 to A-4) |
- Two years since last RSI, and
- eighteen months creditable service , and
- rated satisfactory or better in performance and conduct.

|
C- Any step rate of any salary schedule and is newly hired |
Not less than 6 months creditable Service for employees appointed on any nine steps or any salary schedule an on any fourteen steps of the first four grades of Academic schedule. And not less than 18 months for employees appointed on step ten to step fourteen of salary schedule “except the first four grades of Academic Schedule” and rated satisfactory or better in performance and conduct.

- WITHHOLDING A REGULAR STEP INCREMENT:
- An employee whose regular step increment is withheld for three months because of a current Unsatisfactory Performance or conduct, should be informed in writing and he will be reconsidered for the increment at the end of three months. If the employee’s performance and conduct at that time are satisfactory or better, the increment will be effective on 1 April. If performance and conduct continue to be unsatisfactory the increment will be withheld again and he should be informed in writing and reconsidered at the end of the second three month period.
- If the employee’s performance and conduct after 6 months are satisfactory or better, the increment will be effective on 1 July. If not satisfactory, the step Increment will not be granted and disciplinary action in accordance with Civil Service Regulation 471, Administering Discipline, may be taken.
- The temporary withholding of regular step increment due to “unsatisfactory” conduct or performance does not prevent its granting to the employee according to the conditions of granting it in January of each year.
- PROCEDURES:
- In November each year the CSB shall send to ministries lists of names of employees and a CSB Form 20A, Notice to Suspend a Regular Step Increment, with instructions to review the lists, add or delete names as necessary, and return them to CSB.
- CSB will review the lists after receiving them and pay the regular step increment from 1 January for entitled employees.
- In order to process the suspended regular step increments to 1 April and 1 July, ministries shall send to CSB forms 52 of names of employees eligible for regular step increment before the due dates.
