ACTING ALLOWANCE

  1. DEFINITION:

    An Acting Allowance is an additional ten percent (10%) of basic salary authorized to be paid to an employee during a period while temporarily assigned to a higher graded position.

  2. PURPOSE:

    To describe the eligibility for and to establish procedures for granting an Acting Allowance to qualified employees and to provide guidance to ministries, including all levels of management officials and supervisors, and employees.

  3. POLICY:

    To recognize with added salary, the increased level of duties and responsibilities of an employee who temporarily performs higher graded work.

  4. RESPONSIBILITIES:

    1. The Civil Service Bureau will establish policy, rules and procedures for determining eligibility for and approving payment of an Acting Allowance, and will advise and assist ministries in administering the program.

    2. Ministries and Independent Offices will ensure that eligible employees receive an Acting Allowance in accordance with the required terms and conditions of this regulation, and will maintain adequate records to support payments of Acting Allowance.

  5. ELIGIBILITY

    1. An employee is entitled to an Acting Allowance while officially assigned to and performing for a minimum period of three continuous weeks the duties and responsibilities of an established position properly classified to a higher grade when the regular incumbent is on leave or there is no other employee assigned to the position. The employee may continue to perform his regular work, but must spend a majority of his time and effort in the higher graded work. The minimum period for a shift employee is one continuous week.

    2. To receive an Acting Allowance, the employee must be fully qualified for the higher graded position including, for example, the educational requirements for a position classified to the professional salary schedule.

    3. An Acting Allowance will be authorized only when the higher graded position is:

      1. Supervisory, or

      2. Considered critical in serving, the public, or

      3. Considered critical to smooth operation of the organization, or

      4. At or above grade levels G-7. P-3, E-1. or A-5.

  6. PROCEDURES:

    1. The ministry will send a Request for Personnel Action, CSB Form 52 to CSB to pay an Acting Allowance showing the beginning date, the not to exceed (NTE) date, the title, grade and series of the position in which the employee will be acting and the amount of the allowance to be paid. A statement is to be included that the regular incumbent is on leave or there is no other employee assigned to the position.

    2. The initial period can be for no more than six months and .can be renewed for additional six month periods. If not renewed before the NTE date, the monthly allowance will be terminated on the NTE date.

    3. If the acting assignment is longer than six weeks, the Acting Allowance is to be paid monthly. If the assignment is six weeks or less, a request on CSB Form 52 for a one time payment for the entire period should be sent to CSB at the end of the acting assignment.

    4. If the acting assignment ends earlier than the NTE date, the ministry will send a Request for Personnel Action, CSB Form 52, to CSB to stop payment of the Acting Allowance.
