CIVIL SERVICE REGULATION
STANDARDS OF CONDUCT FOR GOVERNMENT EMPLOYEES
This regulation sets forth the standards of conduct for employees and establishes responsibility for their application in the government service of the State of Bahrain.
- POLICY: Government employees are expected to provide efficient and responsive public service and to conduct themselves in a manner that reflects credit upon themselves and upon their employer.
- RESPONSIBILITIES:
- The Minister of State for Cabinet Affairs through the Civil Service Bureau is responsible for developing standards of conduct for government employees and for prescribing methods to ensure that this information is communicated to all government employees. Published standards of conduct are included as an attachment to this regulation.
- Ministers have overall responsibility for insuring that the standards of conduct are observed within their organizations and will:
- Publicly endorse the standards and use the full authority of their offices to insure their equitable application throughout their ministries.
- Require, each director, superintendent, and supervisor to provide a copy of the standards of conduct to their workers and fully explain to all employees the rules governing their conduct.
- Insure that copies of the standards of conduct are posted in conspicuous places at all work locations.
- Directors, superintendents, and supervisors establish and maintain a work environment in which employee compliance with the standards of conduct is encouraged and disciplinary problems minimized. Through their own observance of the standards of conduct, they set examples of self— discipline for their subordinates to follow.
- Employees cooperate with their supervisors in the maintenance of a productive work environment by observing established work rules and the prescribed standards of conduct in the performance of their duties.
