CIVIL SERVICE REGULATION
APPOINTMENT OF CONSULTANT
PURPOSE: This regulation establishes the policy and procedures for the appointment of consultants and describes the conditions of their employment in the Government Service.
- POLICY: It is the policy of the Government of Bahrain that employment in the public service normally be by permanent or specifically time-limited appointment to established positions. On occasion however, the needs of the Government are best met by the employment of consultants whose expertise particularly qualifies than to research and resolve unique problems or enables than to accomplish one time projects of a specialized nature. Consultants may be recruited locally or from outside Bahrain. No employee of the Government of Bahrain may be given an additional appointment as a consultant.
- RESPONSIBILITIES:
- Ministers aid heads of independent Offices are responsible for Insuring that the policy and procedures governing the employment of consultants are known, understood, and applied properly throughout their organizations.
- Administrators and Managers are responsible to observe the requirements of this regulation in appointing consultants in their organizations.
- The Civil Service Bureau has been delegated the authority to approve all consultant appointments in the Government Service, to determine the effective date aid duration of each appointment, and to establish rates of pay and inducement allowances, when appropriate, that equate to the level of qualifications, expertise, aid recognition afforded the consultant in his field.
- CODITIONS APPLICABLE TO ALL CONSULTANTS:
- Daily hire consultants do not earn leave and do not make contributions to the pension fund. Consultants are not eligible for a gratuity.
- A Government furnished or leased vehicle may be provided for the use of consultants recruited from foreign countries and locally recruited consultants when required. Locally recruited consultants who use their privately owned vehicles to perform their duties will be reimbursed at an appropriate rate.
- When the nature of the assignment requires it, suitable office space, supplies aid equipment are provided. All duty related expenses are reimbursed by the employing Ministry or Independent Office.
- CONDITIONS APPLICABLE TO CONSULTANT RECRUITED FROM FORIGN COUNTRIES:
- Fully furnished living accommodations or hotel accommodations, whichever is most appropriate to the duration of the appointments it, will be provided by the employing Ministry or independent Office.
- Transportation to and from Bahrain is provided at the beginning and end of the appointment. Dependent travel is not authorized at State expense.
- Reimbursement for passport and visa charges, immunizations, taxi fares, airport and baggage transfer fees, hotel accommodations required during travel to and from Bahrain, and excess baggage charges up to 50 kilograms at the beginning and end of the appointment.
- All medical and health services provided by the State of Bahrain to its Citizens are available without charge to the consultant.
- Actual expanses for food and incidental costs incurred during the appointment will be reimbursed by the employing Ministry or Independent Office.
COMPENSATION: Pay is provided at a daily rate for each day in which work is performed and when the consultant is in an official travel status irrespective of whether work or travel is performed on a holiday or non-work day.
