RECRUITMENT OF NON—BAIIRAINI EMPLOYEES

Purpose: This regulation implements the policies, responsibilities, and procedures for hiring and arranging travel and immigration for overseas contract employees.

Policy:
The Civil Service Bureau (C.S.B.) is the recruiting agency for the Government of Bahrain. When a fully qualified Bahrain citizen is not available to fill a Government position, the C.S.B. is authorized to initiate overseas recruiting. The C.S.B. Is the official sponsor of Non-Bahrain Contract employees for purpose of immigration and residence in Bahrain. The C.S.B. is the only government agency authorized to place commercial advertising, negotiate with applicants or employment agents in foreign countries, make offers of employment, and approve employment contracts, immigration conditions of employment. The employing Ministry nukes final selections from C.S.B. candidates, provides housing, Pay all applicable costs, and assumes responsibility when the employee enters Bahrain.

Responsibilities
a. Civil Service Bureau:

  1. Determines when a qualified Bahraini citizen is not available and overseas recruitment is necessary to fill an authorized vacancy with a fully qualified employee. Overseas recruitment will be initiated only after a review has determined that there is no available qualified Bahraini to fill the vacant position.
  2. Develops and maintains contacts with various Overseas employment sources to insure availability of qualified candidates.
  3. Provides employing Ministry officials with widest possible choice of fully qualified, physically fit candidates for selection. When sufficient candidates are available, screens for best qualified to refer to employing ministry. Participates with employing Ministry in personal interviews of host qualified candidates.
  4. After selection, secures No Objection Certificate, negotiates and prepares contract for selected employee, and makes all final arrangements for travel of employee and dependants to Bahrain and shipment of personal effects.
  5. Obtains residence permit commensurate with contracting ; establishes and maintains employee records.

b. Employing Ministry:

  1. Initiates request to C.S.B. on C.S.B. Form 52 "Request for Personnel Action" to fill authorized vacancy.
  2. Determines special qualifications (education, training, physical) needed by applicants for vacancies and coordinates on need to recruit overseas.
  3. If overseas recruitment is necessary, Initiates C.S.B. Form 52A, "Request for Overseas Recruitment".
  4. Makes final selection from available qualified candidates subject to completion of immigration procedures.
  5. Signs selection notice, C. S. B. Form 52B, and Employment Agreement, committing transportation funds to C.S.B. in writing prior to movement of employee from home country.
  6. Meets employee when he arrives in Bahrain; escorts to temporary (or permanent) housing and provides orientation the job.
  7. If offshore travel is required for the job or for holiday, obtains re-entry visa for employee and his authorized dependents.
  8. Evaluates employee's performance during the term of his contract and determines If employee will he recommended to the C.S.B. for an extent ion of his employment with a new contract.
  9. Arranges for mid-term and end of contract travel and for return shipment of personal effects to the employee's home of Record.

Procedure.

  1. When a vacancy is anticipated or occurs, time employing Ministry will initiate an employment request, C.S.B. Form 52,"Request for Personnel Action", to the C.S.B. As much lead time as possible should be allowed.
  2. The C.S.B. Organization and Manpower Section will verify that an approved vacant position is listed on time organization chart.
  3. The C.S.B. Recruitment and Placement Section will consult with the appropriate officials in the employing Ministry and determine the availability of a Bahraini citizen candidate or the necessity to recruit overseas, Any special skills needed will be discussed and agreed upon at that time. Due consideration must be given to the long range objective of filling all positions with Bahraini citizens. Special, skills should include the ability to train Bahrainis occupying lower jobs for higher skills.
  4. When necessary to recruit overseas, the C.S.B. will determine one or more sources from the established contacts maintained in each country where recruitment is conducted.
  5. The employing Ministry will submit a C.S.B. Form 52A, "Request for Overseas Recruitment" listing the position vacancies and overseas locations where the C.S.B. is authorized to recruit, The request will commit the Ministry to pay their pro-rata share of the costs of a recruiting trip.
  6. After applicants have been located and screened for qualifications, profiles of the beat qualified will be provided the employing Ministry for review.
  7. The best qualified candidates will be interviewed by representatives from the employing Ministry and the C.S.B. The employing Ministry will make the final selection, subject to determination that time applicant is physically fit and final approval by the C.S.B. As a minimum, the employee should obtain a statement indicating he has no existing illness or disease that would interfere with performance on the job or living in Bahrain. The statement will indicate that should a pre-existing condition later interfere with job performance or require off-shore treatment , the Government of Bahrain will bear no financial responsibility and the Employment Agreement will have been violated by the employee.
  8. After selection, the Ministry will send the C.S.B. a Form No. 1A to confirm the selection.
  9. The Recruitment Placement Section (C.S.B.) will assume responsibility official contracts will be selectee , the employment agency or others Involved in the processing of the new employee for travel to Bahrain.
  10. The Recruitment & Placement Section will submit for approval to the Immigration & Passports Directorate a Form PS IMM 51 (Application for No Objection Certificate for Employment).
  11. If the applicant is a Schedule 1 or 2 Grade 9, or Schedule 3, 4, 5 or 6 Grade 1, or above and intends to bring his family to Bahrain, a Form PS IMM 52 (Application for No Objection Certificate) will be submitted for each dependent.
  12. After return of approved Forms PS IMM 51/52 from the Immigration and Passports Directorate, the C.S.B. forwards them, along with the Employment Agreement to the overseas applicant. A cover letter will provide instructions concerning immigration procedures, travel and shipment of personal effects, and advise the applicant to return the signed Employment Agreement to the C.S.B. with a proposed travel date.

    Note: Specific arrangements will differ from country to country, depending upon availability of a Bahraini Embassy/Consulate and other local requirements. In some instances, all arrangements will he made through an Employment Agency.

  13. The Ministry where the employee will work will be kept fully informed of the actions taken by the C.S.B., including copies of all correspondence with the applicant.
  14. After travel arrangements are firm, the employing Ministry will he notified of the time and place to meet the new employee. The in-bound employee will be given the name of the person meeting him at the airport. The Ministry's representative should escort the employee to temporary (or permanent) housing and assist him during the first few days, including orientation on the job. Final arrangements will he made for employee to take possess Ion of permanent housing. A cheque for the Settling-In Allowance (if authorized) should he immediately available.
  15. During the employee's first duty day, he should he escorted to the Civil Service Bureau for processing. The employee must have with him a valid Passport and No Objection Certificate for himself and his dependents.

    The C.S.B. will summit these documents, along with Form PS IMM 26 (Application for Issue of Residence Permit) to the Immigration and Passports Directorate.

  16. When there is a requirement for the employee to travel outside Bahrain in connection with his job, the employing Ministry will submit to the Immigration and Passports Directorate Form PS IMM 54 (Application for re-entry visa for Bahrain) after the employee has entered on duty.
  17. Before the initial (or current) two year contract expires, the employing Ministry should evaluate the employee and decide whether to recommend a new contract for continued employment. A letter requesting renewal should be sent to the C.S.B. for approval at least ninety days before the end of the contract. If approved, the C.S.B. will submit Form PS IMM 26 (Application for Renewal of Residence Permit) to the Immigration and Passports Directorate and prepare a renewal contract.
  18. The employing Ministry is responsible for arranging mid-term and end of contract travel and for the return shipment of personal effects to the employee's home of record.
