PART-TIME EMPLOYMENT

1. Definition: Part-time work is the work performed in a period of time less than the established hours of duty for the organization.

2. Purpose: This regulation describes ministries and CSB’s responsibilities, and the rules and procedures related to part-time employment.

3. Policy:
a. A part-time work is approved when the requested work does not require full—time or when it is less costly.

b. part-time work payment is made if the work is authorized, approved and actually performed.

c. The employee is paid for the part time work if he’s assigned, outside duty hours, duties that are not related to his permanent position in his Ministry or similar duties but in another Ministry.

d. Piece Work

  1. Piece Work rate is paid to compensate for work required for one time such as giving consultation on a matter or to obtain scarce expertise, or when’ it. is difficult to determine the time required to accomplish a job such as in compiling, translating or achieving scientific and technical or specialized engineering and other creative work.
  2. The same provisions cited in item a of- paragraph 5 are followed in determining the payment for piece work.

3. Responsibilities
a. Ministries:

  1. Determine when a part--time appointment appropriate than a full-time appointment.
  2. Administer the part-time employment accordance with this regulation.
  3. Establish internal controls to make sure that approved part-time work has actually been performed before authorizing payment.
  4. Explain rules of part-time employment to concerned officials of the ministry.
  5. Submit to CSB requests for approval of part—time salaries.
b. Civil Service Bureau:
  1. Develop policies, rules and procedures for part time work.
  2. Approve requests for appointment on part-time basis.
  3. Approve the payment of part time salaries.
  4. Prepare appropriate studies and statistics.
  5. Provide guidance to ministries on the proper application of the part-time employment program.

5.Compensation for part-time employees (except for teaching assignments).
a. The hourly rate of pay for part time work is the hourly pay rate for the second step of the approved grade of the same position on a full time basis.

b. A higher pay rate may be approved based on the ministry’s recommendation that the candidate has distinct or scarce qualifications and experience.

c. The CSB may establish special pay rates for part-time work for certain categories when it is extremely difficult to attract fully qualified candidates for the work required.

d. Rates of pay for part time work can be established on an hourly or daily or monthly basis or as a fixed amount according to items a and b above.

6.Part time teaching.
a.Persons employed as teachers on a part-time basis may also be regular full-time or part-time teachers or other employees in the private or public sector.

b. The pay for part time teaching is determined on the basis of the level of instruction and the teacher’s personal educational qualifications as shown an item d of this paragraph.

c. Government employees who are full-time teachers, senior teachers or professional education staff in positions that include a teaching assignment are entitled for compensation in accordance with this Regulation when they work part time after normal working hours.

d. Compensation for teaching part-time will be according to the following:

  1. Teaching at the vocational or secondary level of instruction: BD 3 per contact hour.
  2. Teaching at the vocational or secondary level of instruction and the teacher is qualified as a Senior Teacher: BD 4 per contact hour.
  3. Teaching at the Associate Degree level of instruction and the teacher has a degree or equivalent: BD 5 per contact hour.
  4. Teaching at the Associate Degree level of instruction and the teacher has a Master’s Degree or equivalent: BD 5 per contact hour.
  5. Teaching at the Bachelor or Master degree level of instruction: BD 6 per contact hour.

e. A classroom instruction period of 40 to 60 minutes is to be counted as one contact hour. A classroom instruction period of 80 to 120 minutes that includes a short break period is to be counted as two contact hours.

7. Requirements for part time employment.
a. A part time appointment is made only to a position that has been classified and is on an approved organization chart, or the work is of a seasonal nature, or the work requires the particular scarce knowledges, skills or abilities of a particularly well qualified candidate.

b. The qualification standards used for permanent positions must be applied in evaluating qualifications of candidates for part-time employment.

c. The weekly part—time hours must be less than thirty six hours.

d. The part time hours can be regular, irregular, continuous or interrupted.

8. Procedures.
a. Ministries should submit to CSB the followings with the part time appointments requests:

  1. CSB form No. 52
  2. Application for Employment No. 28 including candidates qualification documents.
  3. A position description, for the part-time position If the position is not on an approved organization chart.
  4. The estimated number of work hours per day, week or month as appropriates.
  5. Written approval of the Ministry of The Interior and the Ministry of Health for persons who are not Government employees.

b. The duties and responsibi1itles of the position will be classified to the series, and grade by the CSB if the position is not classified are not on an approved organization chart .

c. Requests changes a part time employee’s pay or working be sent, to CSB in writing on form 52 for approval.
