CIVIL SERVICE REGULATIONS
This Regulation describes the Civil Service Regulations, tells how they are numbered and issued and prescribes the method for maintaining them.

POLICY: The continuing policies of this Government regarding the Management and Administration of personnel engaged in Government service will be established in writing and issued in the form of Regulations. These Regulations are issued by the Civil Service Bureau and will be applied uniformly in all Agencies.

DESCRIPTION OF REGULATIONS: The Civil Service publications to implement this policy are referred to as Civil Service Regulations. One Regulation will he issued on a given subject matter and will be assigned a number. The numbering system will be used for reference and filing purposes.

NUMBERING SYSTEM:
- Major Division: The entire series of Civil Service regulations is sub-divided into eleven major series according to subject matter. Each of those ten series has been three digit number as follows:

- First Sub-Division: Each major subject matter area and 3 Digit Number is sub-divided further by assigning a smaller 2 digit number within the larger number. For example, the 400 Series of Regulations, Employee Performance and Motivation, is sub-divided as follows:

- Second Sub-Division: Each of the general topic subdivisions of two number digits in the three numbered series is sub-divided further by adding a smaller digit to the larger. For example, in the 400 Series of Regulations, Employee Performance and Motivation, the 410 number covers they general topic of Employee Performance and Evaluation. This topic is sub-divided further by adding a single digit number to refer to a specific Regulation in that series. Under this arrangement the number 411 will refer to the Regulation on Trial Periods.

TRANSMITTAL SHEETS: Each Regulation is published and issued by a Transmittal Sheet. These are numbered in the order in which they are issued. Each Transmittal Sheet contains an explanation of the material included and outlines specific instructions for filing and marking related material.

LOCATING AND IZEPERHING TO REGULATIONS: Each sot of Regulations will be arranged in numerical sequence and maintained in a sufficient number of binders to provide a depository for the complete set. The Regulations are referred to as Civil Service Regulations and may be abbreviated as CSR. An index to these Regulations is listed in CSR 001 which is the first numbered Regulation in the complete series.
