CIVIL SERVICE PUBLICATIONS

This Regulation describes the Civil Service publication system and tells how it operates.

  1. POLICY:
    The policies of this Government regarding the Management and Administration of personnel engaged in Government service will be established in writing and made known to all persons affected by those policies.

  2. RESFONSIBILITIES:

    1. CIVIL SERVICE BUREAU: The Civil service Bureau is responsible for developing and disseminating policy guidance, directive and information to all Government agencies, their officials and employees.

    2. MINISTERIES AND INDEDEPENDENT OFFICE: Each Minister and Department head is responsible for implementing the instructions contained in Civil Service publications. They are authorized and encouraged to supply these Publications with any additional information or instructions necessary to meet their specific needs.

  3. TYPES OF PUBLICATIONS:
    Civil Service Publications are issued in five general categories. These are:

    1. Civil Service Regulations: Regulations contain policy information and directives needed to manage and administer the personnel working in Government service. These regulations will implement the Laws, Decrees, Decisions and Policies of this Government and will be mandatorily applied in all agencies.

    2. Supp1ments to Civil Service Regulations: Supplements contain administrative and procedural instructions to assist agency personnel in implementing the regulations and other directives of the Civil Service Bureau. They are designed for use by the Personnel Affairs Offices of each Agency, however, they may be used by other officials of desired. The provisions of Civil Service Regulation Supplements are mandatory.

    3. Civil Service Circulars: Circulars arc used to disseminate information or instructions which require immediate application. Circulars will have a fixed expiration date after which they will be incorporated into continuing regulations or rescinded, as appropriate. The provisions of circulars have mandatory application in all agencies.

    4. Specialized Materials: These documents will include job evaluation standards; qualification, experience, training and physical requirements; and training and development guidelines. Those material cover policy, technical or procedural information in certain specialized program areas. These specialized publications normally are mandatory for the specific purpose for which they are issued.

    5. General Information: Information will be discriminated through a variety of media including bulletins , letters or memoranda. These means normally will be used to provide information to management officials, supervisors or employees on matters of interest to them regarding their employment or working conditions.

  4. EFFECTIVE DATE OF PUBLICATIONS:
    The provisions of each publication are affective on the date of issuance unless another date is specified in the printed text.

  5. REFERENCE FILES OF PUBLICATIONS:
    Each Agency will determine the number and location of files of official Civil Service Publications. As a minimum, one central file will be maintained in the office assigned to the Personnel Affairs function. Additional files should be established in other offices down to the Superintendent level to provide ready access to management officials, Supervisors and employees. Those publication files should be assigned only to those offices who have qualified people assigned to properly maintain the file system.

    6. ARABIC AND ENGLISH LANGUAGE TEXT:
    All Civil Service Bureau publications will be issued In both Arabic and English language. In case of disagreement in interpretation, the Arabic language version will govern. Should this conflict arise, however, the issues should be reported to the Civil Service Bureau to assure the application of the proper intent of the publication.
