GOVERNMENT EMPLOYEE HOUSING ASSIGNMENTS

This regulation describes policy and procedures and designates responsibilities for assignment of government housing to authorized personnel.

  1. POLICY:
    All Government Employee Housing functions must be consolidated within a single organization to ensure an equitable assignment of housing assets. This organization is designated the Directorate of Government Employee Housing, Civil Service Bureau, Council of Ministers.

  2. RESPONSIBILITIES
    1. The Executive Director, Civil Service Bureau, is responsible for staff supervision of all family and unaccompanied personnel housing activities for Government Employees.

    2. The Director of Government Employee Housing, Civil Service Bureau, is responsible for the development and execution of the housing management program for government Employees.

    3. Ministers are responsible for communicating the provisions of this regulation to their employees. Agencies which control housing for government employees will transfer as directed, all full time housing management personnel, associated records, leases, and dwelling keys to the Directorate of Government Employee Housing.

  3. PROCEDURE

    1. Determination of eligibility for quarters or housing allowance.

      Terms of the employment agreement as approved by the Executive Director, Civil Service Bureau, will determine whether quarters and furnishings are to be provided, or if a housing allowance is authorized in lieu of quarters. No housing commitment will be made except by the Directorate of Government Employee Housing. Family accommodations are not available for employees in grades 8 or below, therefore personnel in those grades will be assigned appropriate hostel/dormitory quarters or provided a housing allowance, as determined by the Director of Government Employee Housing.

    2. Assignment and determination of bedroom requirements, grades 9 or higher. (Government owned family type housing).

      Government accommodations have one, two or three bedrooms and will be assigned to employees in accordance with the following criteria;

    3. Assignment notification:

      When housing is assigned to employees, notification in writing will be made to the appropriate Ministry by the Directorate of Government Employee Housing.

    4. Furnishings provided:

      The State will provide the employee, the spouse, and dependent child­ren who are in residence in Bahrain, with hard-furnished air-conditioned, living quarters, including a cooking stove, refrigerator, and living, dining and bedroom furniture.

    5. Types of accommodations not provided by the Directorate of Government Employee Housing.

      1. The employee shall reside in permanent housing as assigned, however, waiting lists for housing assignments will be established for employees who desire to live in the areas indicated, Moves for the conveni­ence of the employee will be at the expense of the employee.

      2. Accordingly, bedroom requirements will be determined as indicated in paragraph b; Requests will be honored if at least six months remain of the contract period, or if less than six months remain a new contract has been negotiated.

      3. An applicant may elect to be placed on a waiting list for housing with one bedroom less than for which he qualifies, however, an applicant may not be on more than one waiting list at a time. If an applicant requests and is authorized to change from one waiting list to another, his/her position on the new list will be based upon the date of the request for the change.

      4. Position on the waiting list will be determined by:

        The “will proceed” date of the current employment agreement, as approved by the Civil Service Bureau. When more than one employee have the same “will proceed” date, position on the waiting list will be determined by date of receipt of application to the Directorate of Government Employee Housing.

      5. Waiting lists will be kept current and will be displayed or posted within the Housing Office.

      6. Requests for entry on a waiting list will be made in writing by the employee through the Ministry to which he is assigned to the Directorate of Government Employee Housing. Information pertaining to dependents authorized to reside with the employee will include dates of birth and sexes of dependent children for verification of bedroom requirements. Passports will be required for this verification.

    6. Assignment inspection and inventory:

      Upon assignment of permanent housing, a joint inspection of the premises will be scheduled between the occupant and a representative of the Housing Office. All furniture, furnishings, and equipment will be inspected and inventoried for condition, quantity and description. The occupant will receipt for government property and will be given a copy of the inventory document. Any discrepancies or damage to property will be annotated by the inspector on the inventory document. Occupant will be required to sign a tenant agreement at the time of quarters assignment.

    7. Pretermination inspection and final inspection.

      Approximately two weeks prior to the employee’s contract completion, a pretermination inspection of the dwelling will be made to note any requir­ements for maintenance, repair or painting of the dwelling or repair of furniture and furnishings. The termination inspection will be scheduled for not later than two days before the employee’s departure from country to relieve the employee of responsibility for the dwelling unit, furniture, furnishings and major appliances and to insure than the unit is left in clean and habitable condition.

    8. Occupant responsibility:

      Family housing occupants shall be responsible for such routine maintenance, minor repair, operation, housekeeping, and related servicing of the assigned dwelling unit, government owned equipment and furnishings, and maintenance of grounds as would be expected of a tenant in private housing of similar type and value.

    9. Occupants Pecuniary Responsibility:

      1. Occupants will be held pecuniarily responsible for damage to assigned quarters or loss or damage to issued property and furnishings, resulting from willfull acts or negligence. This liability includes damage and stains caused by household pets and damage or marking on room surfaces and government furnishings that require cleaning, repair, or refinishing by the government. Occupants are not authorized to make modification, alterations, or additions to government property in the housing areas. Occupants will not erect, structures such as car ports, shelters or fences.

      2. Violators are subject to pecuniary liability for damage to government property and/or may be subject to contract termination under para. 12 of the employment agreement.

      3. Requests for alterations, changes, or modifications, additions, or new construction at government employee housing projects must be submitted to the Directorate of Government Employee Housing, Civil Service Bureau, Manama, for consideration and approval by the appropriate government agency.
