CIVIL SERVICE PUBLICATIONS

This Regulation describes the Issuance and Maintenance of
Present and Future Civil Service Bureau Publications.

1. POLICY

The orderly and uniform maintenance of all publications issued by the Civil Service Bureau is necessary to ensure compliance with the Rules and Regulations governing the management and administration of personnel in the service of the Government of Bahrain.

2. RESPOSIBILITIES

(a) THE MINISTER OF STATE FOR CABINET AFFAIRS through the Civil Service Bureau is responsible for the timely issuance of publications and for ensuring that proper distribution is made to ALL Ministries and Independent Off ices and further, that these publications are filed in a manner that provides for the ready availability of those Publications to all persons having responsibility for their implementation.

(b) MINISTRIES AND INDEPENDENT OFFICES Each Minister and Department Head is responsible for the internal distribution, accurate filling, maintenance and availability of these publications to ensure compliance therewith.

3. PROCEDURES

(a) Filing Publications

Publications will be issued and identified by title and colour. Specifically, publications will be issued in four categories and colours as follow:-

(1) Regulations and Supplements -- Colour Blue.
(2) Resolutions - Colour Green.
(3) Circulars - Colour White.
(4) Memoranda - Colour Pink.

Each category will be filed in a separate binder or folder with an -additional break-out by series number for Civil Service Regulations and Supplements by the use of dividers. Till other publications will be filed in numerical sequence as issued. For example, the blue Civil Service Regulations and Supplements will be filed in a clearly marked blue binder or folder and included in this binder or folder will be dividers to separate the Regulations by series number.

Should coloured paper not be available after the issuance of this Regulation, publications will be issued on white paper.

3. (b) Use of Index

The attached index for each category of publications will be filed in front of the appropriate file for ready reference. These indexes are current at the date of the issue of this Regulation. Civil Service Regulations arc listed in ntnm2rical sequence by serial number and title and all other publications are listed by issuance number. Limited space has been provided with each index so that pen and ink entries may ha made as additional publications are issued and distributed. It is planned to periodically issue revised indexes to ensure that all publication files are current.

Transmittal Sheets will be filed in front of the appropriate Civil Service Regulation by Series Number.
